I'm surprised that The Wizard was even going to try and get Dortothy home in that balloon.
It seems more in his character to say something like,
"You wanna go home? Well, home is where you make it! Home is where your friends are, and The Lion and The Scarecrow and The Lion are your friends, so in a way, YOURE ALREADY ARE HOME!"
what a scamming theif.
he probably jumped in that balloon to escape Oz and the people of Oz and set up camp in some other town, swindling suckers in some other village.
He left town cause he got exposed.
